Binns sure droned on about it enough that it could deserve it's own RPG.
1612 Rebellion
The Wizards' Headquarters was based in Hogsmeade. The ministry had just been created. Possible reasons for rebellion could have been a lack of representation. The ministry could still be making up divisions so players could come up with offices and such. Gringotts has not been created yet. The first quidditch team was just founded.
18th Century Rebellion
This could be caused from a lingering anger over the ministry banning wands. The Gringotts bank could also be being founded right now.
These ideas of course would need deep research on my part to find what players would need so if one of these win the poll it will be a little while before it can be created and opened.
